ARTICLE I — Name

  1. The Québec Powerlifting Federation (QPF) is the designated name of the governing body for powerlifting in the province of Québec.

 

ARTICLE II — Logo

The official logo of the Federation consists of a lifter in a squat position with a fleur-de-lis at the center of the chest. The letters FQD/QPF appear at the bottom of the logo.

 

ARTICLE III — Duration

  1. The QPF duration is indefinite.
  2. A unanimous executive vote is required to dissolve it.

 

ARTICLE IV — Objectives

  1. To work in accord with the Canadian Powerlifting Union.
  2. To promote, control and develop powerlifting at the provincial level.
  3. To promote an interest in and dedication to better health and fitness through weight training.
  4. To assist in the development of new training techniques for other sports through weight training.
  5. To develop powerlifting as a competitive sport at the high-school and university levels.
  6. To harmonize competition regulations with those of the International Powerlifting Federation (IPF).
  7. To develop qualified referees.
  8. To regulate and control provincial and regional championships.

 

ARTICLE V — General Provisions

  1. The QPF prohibits any distinction between individuals for reason of race, colour, religion or politics.
  2. The QPF headquarters are located in the town where the President lives. It can be established at any other location in Québec, as determined by the QPF executive council.
  3. The QPF prohibits sexual harassment, whether it be of a verbal or physical nature.
  4. Powerlifting may be referred to as "dynamophilie" or "force athlétique" in the French language. This is for the purposes of harmonization with both Québec and international French usage.

 

ARTICLE VI — Official Language

The official language of the QPF is French. Some publications and correspondence may be bilingual (French and English).

 

ARTICLE VII — General Meetings

  1. The annual general meeting of the QPF shall be held every year within the first three (3) months of the year, that is, between the beginning of January and the end of March. Its agenda must include all requests that members have directed to the President or the Secretary.
  2. The annual general meeting is open to all QPF members in good standing. Only those members present at the meeting shall be allowed to vote. Voting by proxy is not permitted. The quorum at annual meetings will consist of the members present. 
  3. Proposals for the annual general meeting must reach the Federation's headquarters at least three weeks before the date of the meeting. Only those items which have been proposed shall be discussed. If time permits, other proposals may be discussed as Other Business.
  4. Nominations for vacancies on the executive council can be directed to the Federation's headquarters before the annual general meeting, or submitted at the meeting. 
  5. All items passed at the annual meeting shall come into effect upon adjournment.

 

ARTICLE VIII — Special Meeting

  1. A special meeting may be called by the members of the executive council, with fifteen (15) days advance notice.

 

ARTICLE IX — QPF Executive Council

  1. The members of the executive council include:
    • President
    • Vice-president
    • Secretary
    • Directors
  2. At the present time, the President also serves as Treasurer. This position may be transferred to any other member of the executive council.
  3. The members of the executive council are elected by majority at the general meeting.
  4. Officers are nominated from within the executive council by designating one of themselves to the positions of President, Vice-president, Treasurer and Secretary, as well as nominating the directors.
  5. A quorum is established by absolute majority of the members of the executive council.
  6. 6.1  Each council member is elected for a period of two years.
    6.2  Following two (2) consecutive absences without good reason a member may, upon executive council decision, be replaced for the remainder of the year.
  7. Any vacancy shall be filled by executive council decision for the time remaining until the next general meeting.
  8. The executive council shall meet on an as required basis. A meeting is called by the President verbally or in writing seven (7) days in advance. The quorum at executive council meetings consists of the members present.

 

ARTICLE X — Duties of the Executive Council

  1. To respect the objectives of the Bylaws and the rules of the Federation.
  2. To apply the recommendations of the general meeting.
  3. To nominate signing officers for banking transactions.
  4. To propose an auditor at the general meeting for bookkeeping.
  5. To adopt all rules required for proper operation of the Federation.
  6. To establish, if necessary, services and committees required for proper operation of the Federation.
  7. To honour expenses incurred, within the limits of the budget.

 

ARTICLE XI — Duties of the President

  1. The President shall direct and keep order at meetings.
  2. In case of an equal vote on a motion, the President shall have the deciding vote.
  3. The President shall coordinate all activities of the Federation in collaboration with the executive council and the members of the Federation.

 

ARTICLE XII — Duties of the Vice-president

The Vice-president shall assume the tasks of the President, should the President resign or be absent.

 

ARTICLE XIII — Duties of the Treasurer

  1. The Treasurer shall maintain a ledger of revenues and expenses, compile the results annually and submit them to the auditor at the end of the fiscal year, which is from January 1 to December 31 of each year.
  2. The Treasurer must pay current accounts and reimburse approved expenses incurred by the members of the executive council.

 

ARTICLE XIV — Duties of the Secretary

The Secretary shall draw up the meeting minutes.

 

ARTICLE XV — Duties of the Directors

The Directors shall carry out all other functions in accordance with the other members of the executive council.

 

ARTICLE XVI — Provincial and National Championships

  1. The QPF shall determine the dates for all provincial championships. This includes the equipped championships and the non-equipped championships.
  2. To qualify for the provincial championships, athletes must achieve a competition standard that is one class lower than that required for Canadian national championships. These athletes must have qualified at a regional championship in Québec within the period of one year before the provincial championships.
  3. The provincial championships may also include an open contest to allow athletes from other provinces to participate at the same competition.
  4. Any athlete who wants to participate in the Canadian championships must participate in the QPF provincial championships during the year preceding the Canadian championships. The required competition standard must be met every 2 (two) years. Participation in a world championship within the 60 days preceding or 30 days following the provincial championships gives the athlete a pass for the provincial championships. When an athlete who has qualified for the provincial championships must work as an organizer or official at this championship, the athlete shall get a pass for the Canadian championships.

 

ARTICLE XVII — Provincial Referees

  1. To become a provincial referee, the candidate must:
    • attend a referee’s clinic
    • pass a written test
    • pass a practical test
  2. A provincial referee must officiate at least one competition per year.
  3. A provincial referee must dress appropriately when on duty.

 

ARTICLE XVIII — Drug Testing

  1. The Québec Powerlifting Federation reserves the right to perform drug testing for substances banned by the International Powerlifting Federation at any meet sanctioned by the QPF or under its jurisdiction.
  2. Any person who is currently under suspension from any sports federation for using banned substances cannot become a member of the QPF/CPU.
  3. The names of athletes who have been suspended for using banned substances will be included on a list produced by the CPU, the IPF or the QPF.

 

ARTICLE XIX — Membership Fees

  1. Membership fees for the QPF/CPU membership card are $50 per year. The card expires on December 31 of each year. The fee is $40 for persons under 18 years of age. After September 1, the membership fee is $40.
  2. Membership fees may be modified during the annual meeting or at any time deemed appropriate by the Executive Council.

 

ARTICLE XX — Equipment

  1. Equipment used for competitions must comply with CPU/IPF specifications, to permit the sanctioning of records.
  2. The equipment and the location used for competitions must be safe and in good condition, in default of which the competition may be cancelled. The meet director is entirely responsible for this. Any expenses incurred shall be the responsibility of the meet director.

 

ARTICLE XXI — Results

All official result sheets for competitions held in the province of Québec, duly signed by the referees, must be sent to the QPF President during the week immediately following the competition.

 

ARTICLE XXII — Sanctions

  1. A request for meet sanctioning must be made at least 3 months before the date of the competition. It should be addressed to the President or the Vice-president.
  2. The meet registration form must be approved by the President or the Vice-president.
  3. A competition must not be announced in any way until its sanction has been granted and its registration form approved.
